Associates Spotlight: Tony Boyle

We’re pleased to feature Tony Boyle in our Associate Spotlight series.

Tony is a senior PMO and transformation specialist with extensive experience leading programme governance, PMO transformation and strategic change across complex delivery environments. He is currently supporting multiple organisations as they modernise their PMO capabilities, helping clients build more efficient, technology-enabled governance functions while maintaining the controls needed to successfully deliver large-scale transformation programmes.

Alongside his client work, Tony supports the continued development of Brighter Consultancy’s PMO service offering, helping shape how organisations can leverage AI and digital technologies to modernise traditional PMO functions and improve delivery effectiveness.

1. What project are you currently working on?

I’m currently supporting several organisations across complex transformation initiatives, helping them modernise and evolve their Programme Management Office (PMO) capabilities. Given the nature of my work across multiple clients, I can’t go into specific programme details, but a key focus is helping organisations build more efficient, technology-enabled PMO functions.

Alongside client delivery, I also support the continued development of Brighter Consultancy’s PMO service offering. This includes helping organisations leverage AI and digital solutions to streamline traditionally manual PMO activities such as reporting, resource management, financial control, RAID management, governance, and portfolio oversight.

My focus is always on maintaining the core principles of strong PMO governance whilst creating efficiencies that allow delivery teams to spend more time achieving outcomes and less time managing administration. The goal is to provide organisations with the visibility, control, and confidence they need without creating unnecessary process overhead.

2. What is your core area of expertise?

My core expertise lies in PMO leadership, programme governance, and transformation delivery.

Throughout my career, I’ve worked across large-scale, complex programmes, helping organisations establish the governance, controls, and operating frameworks needed to successfully deliver strategic change.

I specialise in creating clarity within complex delivery environments, ensuring executive stakeholders have the right information to make informed decisions while enabling delivery teams to operate effectively. My approach combines robust governance with pragmatism, focusing on solutions that add genuine value rather than process for process’s sake.

I’m particularly passionate about building PMO functions that are scalable, outcome-focused, and aligned to the unique needs of each organisation and programme.

3. What are you seeing in the market right now?

The biggest trend I’m seeing is the accelerating pace of transformation, driven largely by advances in AI, automation, and digital technology.

Organisations are under increasing pressure to deliver change faster than ever before while still maintaining appropriate levels of governance, control, and regulatory compliance.

There is also a growing recognition that traditional PMO models need to evolve. Many organisations have established governance frameworks, but the challenge is making them fit for purpose in an environment where delivery cycles are shortening and technology is changing rapidly.

The organisations achieving the greatest success are those that view the PMO as a strategic enabler of delivery rather than simply a reporting function.

4. What is the biggest challenge clients are currently facing in your area?

One of the biggest challenges clients are facing is how to adopt AI and new technology solutions within their delivery organisations whilst maintaining effective oversight and governance.

Many organisations are investing heavily in technology-led transformation programmes and expanding delivery teams, often through a mix of permanent and contingent resources. However, PMO functions are not always scaling at the same rate.

As a result, existing teams are being asked to support significantly more delivery activity using processes and tools that were designed for a very different operating environment.

This is creating increasing pressure on PMO teams, who are expected to provide timely insight, governance, and control whilst managing growing levels of complexity. Helping organisations modernise their PMO capabilities to support this pace of change is an area where Brighter adds significant value.

5. What advice would you give organisations tackling this challenge?

Treat PMO transformation as seriously as any other business transformation initiative.

Too often, organisations focus investment on delivery teams and technology solutions but overlook the governance and operational structures required to support them.

The most successful organisations recognise that PMO processes must evolve alongside technology and delivery methods. The key is finding the right balance between governance and agility, maintaining appropriate oversight without introducing unnecessary bureaucracy.

Investing in the right people, frameworks, and technology can have a significant impact on delivery effectiveness. There is no one-size-fits-all approach, so it’s important to design PMO frameworks that reflect the specific needs, culture, and objectives of the organisation. That’s an area where Brighter Consultancy has extensive experience supporting clients.

6. What has been the most interesting part of your current project?

One of the most interesting aspects of my recent work has been the opportunity to apply my PMO experience in a different industry sector.

Much of my background has been within financial services and regulatory change, so supporting technology-focused transformation programmes has provided a valuable new perspective over the last few years.

What has stood out to me is that while the subject matter, technology, and industry challenges may vary, the fundamentals of successful delivery remain remarkably consistent. Strong governance, clear accountability, effective stakeholder engagement, and quality decision-making are critical regardless of the programme or sector.

It’s been rewarding to see how established PMO principles can be adapted and applied to different environments while continuing to create tangible value for clients.

7. What do you enjoy about working with Brighter?

I’ve worked with Brighter since the company was founded, and it has been an absolute privilege to be part of the journey over the past eight years.

What I value most is the people. Brighter has built a culture centred around collaboration, professionalism, and delivering genuine value for clients.

Throughout my time here, I’ve had the opportunity to work alongside exceptional people, support a wide variety of clients, and gain exposure to different industries, programmes, and challenges.

I’m incredibly grateful for the opportunities Brighter has provided and for the trust placed in me over the years. The variety of work, the quality of the people, and the relationships built with clients and stakeholders continue to make it a fantastic company to work alongside.

8. What skills do you think will be most important in the industry over the next few years?

Adaptability will be one of the most important skills as organisations continue to adopt AI and digital technologies at scale. The pace of change is only increasing, and professionals will need to be comfortable evolving established ways of working while still maintaining effective governance and control.

Beyond technical knowledge, I believe the ability to bridge the gap between people, process, and technology will become increasingly valuable. Organisations still need strong governance frameworks, but those frameworks must be designed to support faster, more data-driven delivery environments.

Professionals who can combine strategic thinking, stakeholder engagement, and an understanding of how technology can enhance traditional PMO practices will be particularly well-positioned for the future.
